Rules
- Agent Teams only. Every Task MUST have

- Strict order: Dev → Review (3 reviewers) → validate → commit/push → QA → bd close. NEVER skip review. NEVER bd close before QA passes. No exceptions.
- Dev and QA live per phase. Phase = feature ID (everything before the last dot in task ID:
fv4.2→ phasefv4). Same phase → reuse via SendMessage. New phase → shutdown old dev + QA, spawn fresh ones. - Three reviewers per task. Bug Reviewer (correctness/logic) + Security Reviewer (vulnerabilities) + Compliance Reviewer (project rules). All spawned fresh per task, run in parallel. Lead merges results, then validates CRITICAL/MAJOR via sonnet subagents.
- Track teammates in state. Always keep
teammatesobject in state.json up to date (exception: short-lived Phase 11.5 agents — see Phase 11.5 step 3):{"dev": "dev-1", "qa": "qa", "bug_reviewer": "bug-rev-3", "security_reviewer": "sec-rev-3", "compliance_reviewer": "comp-rev-3"}. Update on every spawn/shutdown. Use these names for SendMessage recipients and shutdown_request targets. - Wait for real SendMessage. Spawn ≠ completion. No message = not done.
- Epic-scoped execution. One epic per session. When ALL leaf tasks in epic are closed (epic exhausted) → Release phase (Phase 11.5) → SHUTDOWN. "No ready tasks" ≠ "epic exhausted" — check ALL tasks, not just ready ones.
<bishx-complete>after release or when user says stop. Do NOT auto-select next epic. - Dev does not touch bd or git push. Dev implements and notifies Lead. Lead commits, pushes, closes in bd.
- Track progress with Claude Code tasks. For each bd task, create internal tasks (TaskCreate) and update them (TaskUpdate) as you go. This gives the user visibility into what step you're on.

Run `bd sync` to refresh state (a just-closed task should auto-unblock dependents).
Re-check `bd ready` filtered to epic. If still empty:

3.5. SKILL LOOKUP (Lead does this ONCE per task, agents do NOT search themselves):
Goal: give each agent the skills that will help them do their job on THIS task.
Safety cap: ≤2500 lines per INDIVIDUAL agent (dev gets up to 2500, bug reviewer gets up to 2500, security reviewer gets up to 2500, QA gets up to 2500 — independently, NOT shared across roles).
The INDEX.md also states a limit — use 2500 per agent as stated HERE, it takes precedence.
**Step 1 — Find candidate skills:**
Read `~/.claude/skill-library/INDEX.md` — use Category Router to pick ALL relevant categories.
ALWAYS also check review-qa/ — reviewers and QA may need skills from there regardless of the task's category.
For each category: read `~/.claude/skill-library/<category>/INDEX.md`.
Each skill entry has a description with "Use when..." and "Not for..." guidance in its text. Use these to decide relevance to this task and the project's technologies (known from CLAUDE.md/AGENTS.md and the codebase).
**Step 2 — Assign candidates to roles:**
**Dev** — implementation-focused domain skills matching the task's technologies. If the description's "Use when..." matches what dev will be building — include it. Dev benefits most from deep domain skills.
**Bug Reviewer** — two types of skills:
- *Domain skills* that define correctness rules, patterns, and anti-patterns (e.g. "React performance rules" to catch anti-patterns in a React diff). From any matched category (frontend/, backend/, etc.). NOT setup guides (e.g. "how to set up Docker from scratch") — reviewer needs to know what's CORRECT, not how to build from scratch.
- *Review methodology skills* (typically from review-qa/) that provide checklists and quality dimensions. Prefer skills that are pure reference (checklists, dimensions, anti-pattern catalogs) over skills that define their own full workflow/output format. Reviewer prompts have OVERRIDE RULE that handles format conflicts, but a reference-style skill causes less noise than a workflow-style skill. Example: if review-qa/ has both a methodology+workflow skill and a pure-checklist skill — prefer the pure-checklist one.
Do NOT give security skills — bug reviewer's scope is correctness/logic, not security.
**Security Reviewer** — security skills from any category that match the task's attack surface: auth/input validation → appsec, cloud infra → cloud security, LLM → AI security. Reviewer prompts have an OVERRIDE RULE so format conflicts are safe — reviewer will use the skill's domain knowledge but ignore any conflicting output format.
**Compliance Reviewer** — check if any skill covers compliance rules relevant to the changed code: payment processing → PCI compliance, accessibility features → WCAG audit, secrets handling → vault management, dependency changes → dependency auditor. For most tasks compliance reviewer works from CLAUDE.md/AGENTS.md and "none" is correct — but don't auto-skip without checking.
**QA** — testing skills that match the interface being tested (typically from review-qa/). Web UI → browser testing skill (cmux commands). Telegram → no skill needed (MCP is self-documenting). API/CLI → usually no testing skill needed (QA tests via curl/bash). QA does NOT write code, so don't give test generation skills (those go to dev). Also give domain skills from any matched category that help QA understand what CORRECT behavior looks like — if QA doesn't know the domain, they can only verify surface-level criteria.
**Rules:**
- The question is: "Will this agent produce BETTER work with this skill?" If yes → include.
- If 4 skills match a role → give 4. If 1 matches → give 1. If none match → "none".
- Simple tasks (config change, small bugfix) may need no skills at all — that's OK.
- Each skill description has "Not for..." — if it matches, exclude.

Why included: dev gets appsec (auth patterns, input validation) + db skill (query optimization, connection pooling for rate limit storage). Bug reviewer gets quality methodology (6 review dimensions, anti-pattern catalog — chosen over code-review-expert because it's pure-reference without its own workflow/output format) + db skill (to catch Postgres anti-patterns like missing indexes). Security reviewer gets appsec (OWASP, auth bypass risks). QA has no web UI — API rate limiting is tested via curl.
Why excluded: bug reviewer does NOT get appsec (security is not bug reviewer's scope). Bug reviewer gets code-quality-review, NOT code-review-expert (code-review-expert defines its own P0-P3 severity and full workflow which conflicts with reviewer's prompt — code-quality-review is pure checklists). QA does NOT get api-test-suite-builder (QA doesn't write code — that skill would go to dev if TDD is needed).

Why: dev gets React rules + Tailwind system. Bug reviewer gets React rules (anti-patterns to catch in diff). Security reviewer gets none — React auto-escapes XSS, and a settings form with client-side validation has minimal attack surface (if the form submitted sensitive data to a custom API endpoint, appsec would be relevant). QA gets browser testing commands (cmux) + React rules (to understand what correct form behavior looks like).
