Automated summary
Governs the analysis and control of Flexport request volume from documented limits and observed responses, without inventing a global quota.
Strengths
- Keeps separate budgets for OAuth token acquisition, REST reads, mutations, webhook processing, and MCP tool calls.
- Pins the only documented fixed number (10 token requests per day) and requires a shared cache with single-flight refresh so concurrency does not burn it.
- Refuses to assume universal rate-limit headers or Retry-After, and demands measured evidence before any concurrency change.
- Emits a redacted YAML receipt recording the decision, the evidence, and the rollback owner.
Limitations
- Provides no per-endpoint throughput figures: it depends on current Flexport documentation or observed responses to decide.
- Assumes instrumentation already exists (per-operation metrics, bounded queues, observed statuses) that the skill does not build.
- Tightly scoped to Flexport: the method generalizes, but the concrete content does not apply to other providers.
Use it when Flexport calls are being throttled or returning 429s, or when sizing concurrency, pagination, and the OAuth token budget.
Avoid it for designing a generic rate limiter or for any provider other than Flexport.
Security analysis
SafeThe skill only uses Read, Grep, Write, and Edit for discovery and producing approved artifacts. It does not execute shell commands, network calls, or destructive actions. It explicitly instructs not to log credentials or tokens and to avoid unapproved external changes, so there is no meaningful execution or exfiltration risk.

Evidence-Driven Flexport Quota Control
Overview
Build controls from documented endpoint constraints and observed responses, not a fictional universal requests-per-minute number. The clearest fixed budget is OAuth token issuance: at most 10 token requests per day per documented credential flow.
Prerequisites
- Inventory by OAuth, REST endpoint, and MCP tool
- Shared token cache and per-workload queues
- Observed statuses, provider messages, and latency without sensitive payloads
Instructions
Step 1: Separate budgets
Track token acquisition, read traffic, mutations, webhook processing, and MCP tool calls independently.
Step 2: Eliminate token churn
Reuse each 24-hour OAuth JWT through a shared cache and single-flight refresh so business concurrency does not consume the 10/day token-request budget.
Step 3: Honor explicit evidence
Apply endpoint-specific documented limits and provider retry signals when present. Do not assume rate-limit headers or Retry-After exist universally.
Step 4: Shape reads
Use documented page sizes/cursors or links, avoid expensive expansions on index calls, and stop pagination when the business window is satisfied.
Step 5: Serialize mutations
Queue bookings and record creation by business key, cap attempts, and reconcile ambiguous outcomes before retry.
Step 6: Tune from receipts
Change concurrency only from measured latency/error evidence and preserve the before/after decision.
Authentication
REST calls authenticate with a cached OAuth 2.0 client-credentials Bearer token using audience https://api.flexport.com, or an explicitly accepted broad API key. Use distinct credentials per workload and never log credentials or tokens. MCP calls use the authenticated connection to https://mcp.flexport.com/mcp and remain subject to each tool's documented account permissions.
Tool Discipline
Use Read and Grep for discovery and evidence. Use Write or Edit only for the approved artifact, code, configuration, test, or receipt described by this workflow; do not make an unapproved Flexport-side change.
Output
- Scoped decision or implementation artifact
- Redacted operation and validation receipt
- Failure, rollback, and follow-up ownership record
Return a machine-reviewable receipt in this shape; adapt the operation values, but never place credentials or provider payloads in it:
surface: rest-v3
operation: shipment-read
decision: approved
outcome: verified
evidence:
release_sha: recorded-out-of-band
provider_reference: redacted
rollback_owner: logistics-platform
Examples
An importer reads freight invoices from /invoices in pages of 10 as recommended for performance, caches its OAuth token, limits concurrent reads based on observed behavior, and never claims a global Flexport quota that the docs do not publish.
Error Handling
| Failure | Response | | --- | --- | | 429 without retry metadata | Pause the affected surface, use bounded backoff with jitter, and seek provider guidance. | | Token requests approach 10/day | Stop acquisition and repair cache sharing before tokens expire. | | Queue grows after concurrency increase | Roll back the increase and inspect endpoint latency/error evidence. | | Mutation throttled | Reconcile existing business references before resubmitting. |

1. Download the file
Download SKILL.mdFrom the root of a test project, save the file as .skill-downloads/flexport-rate-limits-mu26hb4a/SKILL.md, or use the command below. This folder is for inspecting the skill before installation.
Command for macOS/Linux or WSL: requires a POSIX shell and curl. On Windows without WSL, use the download button and create the folder manually.

Check prerequisites
Read SKILL.md before using it. If it references scripts or external services, inspect them and prepare the required access in your test environment.

openskills syncManual method or another tool: attach SKILL.md to a conversation, or open it in an agent that can read files. Include any required supporting resources. No universal folder is recognized by every tool.
4. Try a first task
Use a short, synthetic input: an API endpoint, a small document or an interface brief. In a new conversation, attach the file or give the agent its path, then adapt this request:
Read .skill-downloads/flexport-rate-limits-mu26hb4a/SKILL.md and apply its instructions to this example: [describe a test input]. Identify any missing files, dependencies or access. Produce the result requested by the skill without inventing data or running unreviewed scripts.Expected result: output matching the skill instructions, or a precise list of missing prerequisites. A read confirmation alone does not validate a first use. If an external resource is unavailable, that path remains untested.
